Add SBI_ERR_DENIED_LOCKED and set it as the SBI_LAST_ERR which was
wrongly set to SBI_ERR_BAD_RANGE.

Introduce SBI Message Proxy (MPXY) framework which allows platform specific
code or drivers to register message protocol specific channels.

This framework enables the supervisor software to send messages belonging
to different message protocols via OpenSBI firmware.

This extension [1] allows to deliver events from SBI to supervisor via
a software mechanism. This extension defines events (either local or
global) which are signaled by the SBI on specific signal sources (IRQ,
exceptions, etc) and are injected to be executed in supervisor mode.

The SBI_ETRAP error code was introduced only for doing trap
redirection in generic sbi_ecall_handler(). Now the trap
redirection is moved into sbi_ecall_legacy.c and SBI_ETRAP
error code is only used in this source file so let us remove
it.

OpenSBI doesn't support SBI PMU snapshot yet as there is not much benefit
unless the multiple counters overflow at the same time.

Just add the definition and return not supported error at this moment. The
default returned error is also not supported. Thus, no functional change
intended.

RISC-V SBI v0.3 specification defined a PMU extension to configure/start/stop
the hardware/firmware pmu events.

Implement PMU support in OpenSBI library. The implementation is agnostic of
event to counter mapping &amp; mhpmevent value configuration. That means, it
expects platform hooks will be used to set up the mapping and provide
the mhpmevent value at runtime.

We should only return valid error codes from SBI ecalls as
defined by the RISC-V SBI spec.

To achieve this:
1. We use SBI_Exxxx defines for OpenSBI internal errors with
   error values starting from -1000
2. We use SBI_ERR_xxxx defines for errors defined by SBI spec
3. We map some of the SBI_Exxxx defines to SBI_ERR_xxxx defines
   which are semantically same
4. We throw a error print and force return error code to
   SBI_ERR_FAILED in sbi_ecall_handler() if we see an invalid
   error code being returned to S-mode

This patch adds support for hart hotplug in OpenSBI using a generic WFI
based approach. Hart hotplug can be achieved via SBI HSM extension which
allows supervisor mode software to start or stop any harts anytime.

Any platform wishes to implement platform specific hart hotplug must
implement both hart_start and hart_stop in addition to enable platform
feature SBI_PLATFORM_HAS_HART_HOTPLUG.
