Commit 488445cefa1 ("doc: Move FIT into its own directory") moved the
documentation in doc/uImage.FIT to doc/usage/fit, subsequently all
documents and example sources have been converted to reStructuredText.

Fix (almost) all of the remaining occurrences of the old path and
filenames across the tree.

The exception is doc/uImage.FIT/command_syntax_extensions.txt which
apparently has been removed entirely, or at least I was unable to
locate where that document is now.

The support found under SYS_FAULT_ECHO_LINK_DOWN requires that the
SYS_FAULT_MII_ADDR symbol also be set. This wasn't previously found in
Kconfig, so add it now.

When I migrated this to Kconfig in commit 68e54040ccc3 ("sandbox: Move
CONFIG_IO_TRACE to Kconfig") I didn't look hard enough for other
details. As explained in the README, this is valid for ARM too. So start
by making this be a prompted question and CMD_IOTRACE depend on IO_TRACE
being enabled.  Next, migrate the information out of README and in to
the appropriate help text for existing options in Kconfig. Finally, make
this option be default y on SANDBOX but not selected as it's valid to
build without it.

Drop CFG_SH_ETHER_CACHE_WRITEBACK and CFG_SH_ETHER_CACHE_INVALIDATE,
which are now always enabled in the sh_eth driver, because those cache
operations are always available. On architectures which do not implement
cache operations yet, cache operations have to be implemented first.

CFG_SH_ETHER_ALIGNE_SIZE now set as SH_ETHER_ALIGN_SIZE in sh_eth.h
based on architecture and no longer configured on board level.

Remove CFG_SH_ETHER_CACHE_WRITEBACK configuration option from README.

The way we enable ULPI support today isn't something that should work.
The "optional" keyword in a choice statement is not a documented
feature. To make this work in a supported way, make USB_ULPI something
we ask about if USB_HOST is set. Next, we move the choice of what
viewer to use to be after the framework portion and to depend on that.
We then borrow a few words from the top-level README to make the help
text here clearer. Finally we make the Qualcomm driver select ULPI as
it's required and we make the tegra driver not duplicate a check that
Kconfig now handles for us.
