ARC: ARCv2: handle DSP presence in HW

In case of DSP extension presence in HW some instructions (related to integer multiply, multiply-accumulate, and divide operation) executes on this DSP execution unit. So their execution will depend on dsp configuration register (DSP_CTRL) As we want these instructions to execute the same way regardless of DSP presence we need to set DSP_CTRL properly. These functions do not use driver model but are fairly widely used in U-Boot. But it is not clear that they will use driver model anytime soon, so we don't want to label them as 'legacy'. common: Move some cache and MMU functions out of common.h

Move strtomhz() to vsprintf.h

arc: libgcc: Import udivdi3 & udivmoddi4 to allow 64-bit division

As reported by Kever here [1] we were unable to compile 64-bit division code due to missing definition of __udivdi3(). Import its implementation and __udivmoddi4() as its direct dependency from today's libgcc [2]. While converting CONFIG_SYS_[DI]CACHE_OFF to Kconfig, there are instances where these configuration items are conditional on SPL. This commit adds SPL variants of these configuration items, uses CONFIG_IS_ENABLED(), and updates the configurations as required.
