update GCC version check after Kbuild bump

ARM GCC tool check is not up to date,
while issues are reported such as file truncated linker errors.
Using ARM official cross tools shows that 10.0.1 is a safe
version to support latest kbuild bump properly.

Clang is strict with respect to unknown options.

Therefore, only enable AArch32-specific options when CONFIG_ARM64
is not set.

arch: arm: build: only set -mgeneral-regs-only for AArch64

This option is not available for 32-bit ARM targets and causes an error
when building with Clang:

clang: error: unsupported option '-mgeneral-regs-only' for
target 'arm-none-eabi'

This fixes the following patch (also seems to only concern AArch64):

Kbuild: Always use $(PHASE_)

It is confusing to have both "$(PHASE_)" and "$(XPL_)" be used in our
Makefiles as part of the macros to determine when to do something in our
Makefiles based on what phase of the build we are in. For consistency,
bring this down to a single macro and use "$(PHASE_)" only.

arm: Centralize fixed register logic

When building for ARM64, we need to pass -ffixed-x18 and otherwise pass
-ffixed-r9. Rather than having this logic in two places, we can do this
once in arch/arm/config.mk. Further, while gcc will ignore being passed
both -ffixed-r9 and -ffixed-x18 and simply use -ffixed-x18, clang will
note that -ffixed-r9 is not used. Remove this duplication to also remove
the warning.

Makefile: Allow LTO to be disabled for a build

LTO (Link-Time Optimisation) is an very useful feature which can
significantly reduce the size of U-Boot binaries. So far it has been
made available for selected ARM boards and sandbox.

However, incremental builds are much slower when LTO is used. For example,
an incremental build of sandbox takes 2.1 seconds on my machine, but 6.7
seconds with LTO enabled.

Add a NO_LTO parameter to the build, similar to NO_SDL, so it can be
disabled during development if needed, for faster builds.

Add some documentation about LTO while we are here.

linker_lists: Rename sections to remove . prefix

Rename the sections used to implement linker lists so they begin with
'__u_boot_list' rather than '.u_boot_list'. The double underscore at the
start is still distinct from the single underscore used by the symbol
names.

Having a '.' in the section names conflicts with clang's ASAN
instrumentation which tries to add redzones between the linker list
elements, causing expected accesses to fail. However, clang doesn't try
to add redzones to user sections, which are names with all alphanumeric
and underscore characters.
