global: Make ARCH_MISC_INIT a selected symbol

This symbol is not something that the user should be enabling or disabling but rather the developer for a particular board should select it when required. This is mostly size neutral, however a few places do have changes. In the case of i.MX6ULL systems, it is always the case that arch_misc_init() could call setup_serial_number() and do useful work, but was not enabled widely, but now is. In the case of i.MX23/28 systems, we should be able to call mx28_fixup_vt() again here, so do so. Finally, some platforms were calling arch_misc_init() and then not doing anything and this results in removing the option. Acked-by: Peng Fan Signed-off-by: Tom Rini

When bringing in the series 'arm: dts: am62-beagleplay: Fix Beagleplay Ethernet"' I failed to notice that b4 noticed it was based on next and so took that as the base commit and merged that part of next to master. Kconfigs: Correct default of "0" on hex type entries

It is not a parse error to have a default value of "0" for a "hex" type entry, instead of "0x0". However, "0" and "0x0" are not treated the same even by the tools themselves. Correct this by changing the default value from "0" to "0x0" for all hex type questions that had the incorrect default. Fix one instance (in two configs) of a default of "0" being used on a hex question to be "0x0". Remove the cases where a defconfig had set a value of "0x0" to be used as the default had been "0". To improve startup times when booting from QSPI flash, the QSPI frequency can be configured very early in the boot process [1] to reduce loading times of U-Boot itself. This patch adds an option to disable setting the frequency to a default value during SoC initialization.
