The only remaining user of the custom bit manipulation function sr32()
is arch/arm/cpu/armv7/omap3/clock.c, so make it a static function in
that file to prepare complete removal.

This patch fixes build errors in the vexpress system:
- Removed sys_proto.h requirement from syslib.c.
- Switched vexpress to the default armv7 linker script.
- Renamed TEXT_BASE to CONFIG_SYS_TEXT_BASE.
