This patch adds support for MediaTek MT7621 SoC.
All files are dedicated for u-boot.

The default build target is u-boot-mt7621.bin.

In some cases, when we don't use CONFIG_SPL_FRAMEWORK nor are we on
PowerPC using their specific SPL/TPL framework, we need to specify the
start.S file to use for these typically very constrained systems.  Do
this within the Makefile logic, rather than introducing a string-based
CONFIG option, as this would get slightly complex to do in Kconfig for a
very limited number of users.

<title>mips: octeon: Initial minimal support for the Marvell Octeon SoC</title>

This patch adds very basic support for the Octeon III SoCs. Only
CFI parallel NOR flash and UART is supported for now.

Please note that the basic Octeon port does not include the DDR3/4
initialization yet. This will be added in some follow-up patches
later. To still use U-Boot on with this port, the L2 cache (4MiB on
Octeon III CN73xx) is used as RAM. This way, U-Boot can boot to the
prompt on such boards.

Currently mach-mt7620 contains only support for mt7628. To avoid confusion,
rename mach-mt7620 to mach-mtmips, which means MediaTek MIPS platforms.
MT7620 and MT7628 should be distinguished by SOC_MT7620 and SOC_MT7628
because they do not share the same lowlevel codes.

Dependencies of four drivers are changed to SOC_MT7628 as these drivers
are only used by MT7628.

This patch adds basic support for the MediaTek MT7620/88 SoCs. Parts of
the code is copied from the MediaTek GitHub repository:

The mt7628a.dtsi file is imported from Linux v4.17.

Support for the LinkIt Smart 7688 module and the Gardena Smart Gateway
both based on the MT7688 will be added in further patches.

The only platform left for the AU1x00 SoCs was the pb1x00 platform, an
apparent clone of the dbau1x00 platform.  As pb1x00 had no listed
maintainer I am assuming that it is also orphaned.  Remove this platform
and then remove the unused SoC support.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from.  So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry.  Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.

In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.

This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents.  There's also a few places where I found we did not have a tag
and have introduced one.
