This adds support for the Inteno XG6846 board based on the
Broadcom MIPS 6328 SoC.

The default boot will read a uImage from flash and boot it.

We can remove common.h from most cases of the code here, and only a few
places need an additional header instead.

<title>event: Use an event to replace last_stage_init()</title>

Add a new event which handles this function. Convert existing use of
the function to use the new event instead.

Make sure that EVENT is enabled by affected boards, by selecting it from
the LAST_STAGE_INIT option. For x86, enable it by default since all boards
need it.

For controlcenterdc, inline the get_tpm() function and make sure the event
is not built in SPL.

Very few of the existing event-spy records use the arguments they are
passed. Update them to use a simple spy instead, to simplify the code.

Where an adaptor function is currently used, remove it where possible.

board_get_usable_ram_top() returns a physical address that is stored in
gd-&gt;ram_top. The return type of the function should be phys_addr_t like the
current type of gd-&gt;ram_top.

Now all linker symbols are declared as type char[]. Though we can
reference the address via both the array name 'var' and its address
'&amp;var'. It's better to unify them to avoid confusing developers.
This patch converts all '&amp;var' linker symbol refrences to the most
commonly used format 'var'.

When building with gcc-13.1 we see that the prototype for
cvmx_pko3_sq_config_children does not match the declaration. Make these
match and correct a typo in the function's version of the docs that the
prototype did not have, as part of keeping those in-sync.
