The current LMB API's for allocating and reserving memory use a
per-caller based memory view. Memory allocated by a caller can then be
overwritten by another caller. Make these allocations and reservations
persistent using the alloced list data structure.

Two alloced lists are declared -- one for the available(free) memory,
and one for the used memory. Once full, the list can then be extended
at runtime.

Only m68k and powerpc use this field, so move it to the arch-specific
info, to reduce the size for other archs.

Use the CONFIG_IS_ENABLED() macro when checking for DM_SERIAL so that
CFG_SYS_NS16550_CLK is not defined as get_serial_clock() in SPL if SPL
does not have DM_SERIAL enabled.

The find_law() function searches for LAW just by physical address. This
is unsuitable for cases with overlapping LAWs. Extend it to
find_law_by_addr_id(), which searches for LAW by physical address and
target id.

Add a static inline definition of the original find_law() into fsl_law.h
header.

When bringing in the series 'arm: dts: am62-beagleplay: Fix Beagleplay
Ethernet"' I failed to notice that b4 noticed it was based on next and
so took that as the base commit and merged that part of next to master.

This reverts commit c8ffd1356d42223cbb8c86280a083cc3c93e6426, reversing
changes made to 2ee6f3a5f7550de3599faef9704e166e5dcace35.

This follows the example of RISC-V where &lt;asm/global_data.h&gt; includes
&lt;asm/u-boot.h&gt; directly as "gd" includes a reference to bd_info already
and so the first must include the second anyhow. We then remove
&lt;asm/u-boot.h&gt; from all of the places which include references to "gd"
an so have &lt;asm/global_data.h&gt; already.

Remove &lt;common.h&gt; from all powerpc architecture files and when needed add
missing include files directly. This typically involves using
&lt;asm/u-boot.h&gt; instead due to the difficult nested structure of the
PowerPC includes themselves.
