powerpc: Finish updating u-boot*lds scripts for newer binutils

In 522b021 we dropped 'PROVIDE(_GLOBAL_OFFSET_TABLE_ = . + 4)' lines in the mpc85xx linker scripts as this is not required and breaks newer binutils. This commit cleans up the rest of the powerpc linker scripts. Signed-off-by: Tom Rini

Various Makefiles: Add SPDX-License-Identifier tags

After consulting with some of the SPDX team, the conclusion is that Makefiles are worth adding SPDX-License-Identifier tags too, and most of ours have one.
