riscv: io.h: Fix signatures of reads/writes functions

Change type of address parameter from int* to volatile void* for
{read,write}s{b,w,l}() functions and add const qualifier for reads. This
is done to keep function signatures in sync with asm-generic/io.h and
other platforms.

Clean up asm/io.h by
- removing commented code
- removing outdated comments
- removing unused definitions (for mem_isa, mem_pci)

This massively improves the readability of the file.

riscv: remove CONFIG_ARCH_MAP_SYSMEM from io.h

Commit ba1ed5b022c6 ("Convert CONFIG_ARCH_MAP_SYSMEM to Kconfig") clearly
defined that this option is available for SANDBOX (was also for already
removed NDS32). That's why there is no way how this code can be enabled
with current Kconfig layout for riscv.
Based on this removing this code.

asm-generic/io.h. Remove the redundant implementation and include the
generic io.h instead.

riscv: make use of the barrier functions from Linux

Replace the barrier functions in arch/riscv/include/asm/io.h with those
defined in barrier.h, which is imported from Linux. This version is
modified to remove the include statement of asm-generic/barrier.h, which
is not available in U-Boot or required.
