As reported by Jonas Karlman this series breaks booting on some AArch64
platforms with common use cases. For now the best path forward is to
revert the series.

This reverts commit 777c28460947371ada40868dc994dfe8537d7115, reversing
changes made to ab3453e7b12daef47b9e91da2a2a3d48615dc6fc.

This adds a separate CONFIG_CC_OPTIMIZE_FOR_SPEED option in a choice,
in preparation for adding another optimization option. Also convert SH's

<title>SPDX: Convert all of our single license tags to Linux Kernel style</title>

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from.  So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry.  Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.

In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.

This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents.  There's also a few places where I found we did not have a tag
and have introduced one.

Generic board support assumes a different method of specifying
DRAM size on board, also it can be shared among all boards, notably
only sh7763rdp board has a custom legacy dram_init(), however
the difference is only in printing some additional information,
this feature can be removed.

SuperH is supposed to support the Private Library feature, but it is
actually not working.

If CONFIG_USE_PRIVATE_LIBGCC is enabled, the build fails for the
undefined references to '__sdivsi3_i4i' and '__udivsi3_i4i'.

To fix this error, import missing libraries from Linux 3.19
and adjust them for U-Boot:
  - Remove "#include &lt;linux/module.h&gt;" and "EXPORT_SYMBOL(...)"
  - Use SPDX-License-Identifier
  - Remove white space
