sh: tmu: Removed arch/sh/include/asm/clk.h

asm/clk.h was included get_peripheral_clk_rate function. But this
is not used from anywhere.
This removed asm/clk.h, and deleted include line from arch/sh/lib/time.c

net: move bootfile init into eth_initialize

net: punt bd->bi_ip_addr

This field gets read in one place (by "bdinfo"), and we can replace
that with getenv("ipaddr").  After all, the bi_ip_addr field is kept
up-to-date implicitly with the value of the ipaddr env var.

sh: Add ashrsi3 libgcc function

The ashrsi3 function is used by some commands that aren't in SH2A
default configs (e.g. JFFS2).

The ashrsi3.S file has been copied from Linux.

This renames BOARD_LATE_INIT to CONFIG_BOARD_LATE_INIT.
Along the way it removes some leftover

 #define BOARD_LATE_INIT		1

and adds some basic documentation for board specific
callbacks in README.
