Now that we support having CONFIG_SYS_CONFIG_NAME be unset to indicate a
lack of board.h file, unset this on the slimbootloader platform and remove
the otherwise empty file.

The current name is inconsistent with SPL which uses CONFIG_SPL_TEXT_BASE
and this makes it imposible to use CONFIG_VAL().

Rename it to resolve this problem.
