Make environment support in SPI NOR available in sandbox,
so the environment storage in SPI NOR can be tested in CI.
Enable redundant environment support as well to cover this
in CI tests too.

Remove the legacy extension board implementation now that all boards
have been converted to use the new UCLASS-based framework. This
eliminates lines of legacy code while preserving functionality
through the modern driver model approach.

Update the bootstd tests, due to the removal of extension hunter.

Commit 86acdce2ba88 ("common: add config for board_init() call")
introduced CONFIG_BOARD_INIT option. This option can be disabled for the
boards where board_init() function is not needed. Remove empty
board_init() calls for all boards where it's possible, and disable
CONFIG_BOARD_INIT in all related defconfigs.

This cleanup was made semi-automatically using these scripts: [1].

No functional change, but the binary size for the modified boards is
reduced a bit.

The tests in test/dm/eth.c and test/dm/dsa.c use interfaces that have
no static IP addresses configured in the board's default environment
file. That will be a problem when NET_LWIP=y because the lwIP stack
refuses to send ICMP packets through an interface that doesn't have an
IP ("no route to host"). Therefore and in preparation for enabling the
sandbox tests with NET_LWIP, provide such addresses in
board/sandbox/sandbox.env.

The EFI Capsule ESL file (EFI Signature List File) used for authentication
is a binary generated from the EFI Capsule public key certificate. Instead
of including it in the source repo, automatically generate it from the
certificate file during the build process.

Currently, sandbox is the only device using this, so removed its ESL file
and set the (new) CONFIG_EFI_CAPSULE_CRT_FILE config to point to its public
key certificate.
