sandbox: eth: Add support for using the 'lo' interface

The 'lo' interface on Linux doesn't support thinks like ARP or link-layer access like we use to talk to a normal network interface. A higher-level network API must be used to access localhost. As written, this interface is limited to not supporting ICMP since the API doesn't allow the socket to be opened for all IP traffic and be able to receive at the same time. Implement a bridge between U-Boot's network stack and Linux's raw packet API allowing the sandbox to send and receive packets using the host machine's network interface. This raw Ethernet API requires elevated privileges. Add board MAINTAINERS files

We have switched to Kconfig and the boards.cfg file is going to be removed. We have to retrieve the board status and maintainers information from it. The MAINTAINERS format as in Linux Kernel would be nice because we can crib the scripts/get_maintainer.pl script. After some discussion, we chose to put a MAINTAINERS file under each board directory, not the top-level one because we want to collect relevant information for a board into a single place. sandbox: set sandbox's vendor to null

Because sandbox is not a real hardware, setting vendor=sandbox is almost meaningless. This commit sets sandbox's vendor field to '-'. It is a good thing that it decreases one level directory hierarchy. The files board/sandbox/sandbox/* have been moved to board/sandbox/*.
