It is a pain to have to specify the value 10 in each call. Add a new
dectoul() function and update the code to use it.

Add support command for debugging K3 power domains. This is useful with
the HSM rearch setup, where power domains are directly controlled by SPL
instead of going through the TI SCI layer. The debugging support is only
available in the u-boot codebase though, so the raw register access
power domain layer must be enabled on u-boot side for this to work. By
default, u-boot side uses the TI SCI layer, and R5 SPL only uses the
direct access methods.

Move this out of the common header and include it only where needed.  In
a number of cases this requires adding "struct udevice;" to avoid adding
another large header or in other cases replacing / adding missing header
files that had been pulled in, very indirectly.   Finally, we have a few
cases where we did not need to include &lt;asm/global_data.h&gt; at all, so
remove that include.

We should not use typedefs in U-Boot. They cannot be used as forward
declarations which means that header files must include the full header to
access them.

Drop the typedef and rename the struct to remove the _s suffix which is
now not useful.

This requires quite a few header-file additions.

These functions belong in cpu_func.h. Another option would be cache.h
but that code uses driver model and we have not moved these cache
functions to use driver model. Since they are CPU-related it seems
reasonable to put them here.

Move them over.

If the ECC is enabled over the entire memory region, we need to ensure
the printf/put calls do not modify the stack after ECC is disabled.

ecc_address_range registers contains the start address and end address
of the DDR address space. But the ddr cmd driver is assuming the register
contains the start address and size of the DDR address space. Because
of this some valid ecc addresses are errored out as invalid address.
Fix this calculation.
