mac_read_from_eeprom() always display debug infos, and this messes up the
display of the "Net:" section details:

Before:
    Net:   EEPROM: TlvInfo v1 len=172
    eth0: ethernet@11c20000

After:
    Net:   eth0: ethernet@11c20000

Fix by moving unconditional "EEPROM: " header into each message and
changing debug message to use log_debug().

Commit f6eff35b8c19 ("cmd: tlv_eeprom: handle -ENODEV error from
read_eeprom function") removed the needed 'return 0' after a successful
read. As a result, the usage message is shown when 'tlv_eeprom read' is
successfully called.

Let's fix it by adding the needed 'return 0'.

When bringing in the series 'arm: dts: am62-beagleplay: Fix Beagleplay
Ethernet"' I failed to notice that b4 noticed it was based on next and
so took that as the base commit and merged that part of next to master.

This reverts commit c8ffd1356d42223cbb8c86280a083cc3c93e6426, reversing
changes made to 2ee6f3a5f7550de3599faef9704e166e5dcace35.

Move the handler for "tlv_eeprom dev X" command to the beginning of
do_tlv_eeprom, to allow using it before issuing a "read" command for
currently selected eeprom.

Also remove the check if eeprom exists, since that can only work after
the first execution of read_eeprom triggered device lookup.
Instead accept values up to the defined array size (MAX_TLV_DEVICES).
