cmd: version: Get information about GCC and LD back

U-Boot version command is no longer showing information about GCC and LD.
The reason is that version.h has been removed that's why CC_VERSION_STRING
and LD_VERSION_STRING are not pass.
Values are generated to generated/version_autogenerated.h which is sourced
in version.h.

When bringing in the series 'arm: dts: am62-beagleplay: Fix Beagleplay
Ethernet"' I failed to notice that b4 noticed it was based on next and
so took that as the base commit and merged that part of next to master.

This reverts commit c8ffd1356d42223cbb8c86280a083cc3c93e6426, reversing
changes made to 2ee6f3a5f7550de3599faef9704e166e5dcace35.

version: Separate our version string from the version command

In order to be able to disable all commands we need to construct our
version string in a common file, and have the version command reference
that string, like the other users of it do.  Create common/version.c
with just the strings.

acpi: Put the version numbers in a central place

At present two acpi files are built every time since they use a version
number from version.h

This is not necessary. Make use of the same technique as for the version
string, so that they are build only when they change.

Remove including timestamp.h in version.h

Header file version.h does not use anything from timestamp.h. Including of
timestamp.h has side effect which cause recompiling object file at every
make run because timestamp.h changes at every run.

So remove timestamp.h from version.h and include timestamp.h in files
which needs it.

This change reduce recompilation time of final U-Boot binary when U-Boot
source files were not changed as less source files needs to be recompiled.

version: Remove global macro U_BOOT_VERSION_STRING from version.h

Version string is available in global variable char version_string[].
Macro U_BOOT_VERSION_STRING is not used by any other file, so remove it
completely from version.h. Other files were already converted to use
variable version_string[].
