CHIP: add device tree overlay support

sunxi: Convert CONS_INDEX to Kconfig

Convert the CONS_INDEX configuration to Kconfig. Update sunxi's defconfigs to remove SYS_EXTRA_OPTIONS variable not needed anymore. sunxi: Add support for the CHIP Pro
