With the migration to DM_SERIAL in commit 191b10ac70d7 ("PowerPC / Layerscape: Finish migration to DM_SERIAL") a number of platforms were incorrectly migrated and did not enable SYS_NS16550 despite previously having enabled the non-DM NS16650 serial driver. PowerPC / Layerscape: Finish migration to DM_SERIAL

Migrate the few ARM Layerscape platforms that had not been switched along with all remaining PowerPC platforms to DM_SERIAL. For PowerPC, this means that platforms which use SPL/TPL, keeping the non-DM serial driver enabled there as they do not use DM. We also rework the guards on how to define CFG_SYS_NS16550_CLK so that this is mostly in one place now. Signed-off-by: Tom Rini

PowerPC: Update dependencies on *SYS_MPC85XX_NO_RESETVEC

In 96699f097a02 ("powerpc: mpc85xx: Use binman to embed dtb inside U-Boot") we introduce CONFIG_MPC85XX_HAVE_RESET_VECTOR and do so via Kconfig. However, much later in de47ff536363 ("Convert CONFIG_SYS_MPC85XX_NO_RESETVEC to Kconfig") I converted the symbol that is the inverse of this to Kconfig. This should have included a dependency on the first symbol as they are logically opposite. The dependency being missing lead to some platforms being broken at runtime due to discarding the require reset vector. PowerPC: Rework PBL location choice

When converting CONFIG_SDCARD and CONFIG_SPIFLASH to Kconfig, one set of uses wasn't converted correctly. Allow for the case where platforms don't rely on "PBL" to boot but instead use other mechanisms. See the link below for more details.
