Rename the variable and add ENV_ prefix, so that all configuration
options which are related to environment would have an CONFIG_ENV_
prefix. No functional change.

Add CONFIG_BOOTCOUNT_ALTBOOTCMD so the developer is able to add
custom altbootcmd via Kconfig when they enable BOOTCOUNT. With this now
in Kconfig, we need to move it from environment files / config.h files
and in to the defconfig file.

This was done by generating u-boot-initial-env for all platforms before
the Kconfig change, to extract altbootcmd values and then again after to
compare the result.

The BLK symbol is used both for "we have a block device subsystem
enabled" and "we need to utilize the block device library functions". In
the case of efi_loader, it is the case of "we need to utilize the block
device library", so select rather than depends on it. In turn, also
disable EFI_LOADER on platforms which did not have it on previously due
to a lack of block devices. They can enable it themselves if desired.

The keymile board family is not compatible with modern hush parser.
Indeed, This boards used set_local_var() to store some variables as local shell.
They then used get_local_var() to retrieve the variables values.
Sadly, this two functions do not exist with CONFIG_HUSH_MODERN_PARSER.
A patch was proposed to use environment variables rather than local variables
but it does not tackle the problem, so complementary work is needed to make
this boards use CONFIG_HUSH_MODERN_PARSER.

Also, with CONFIG_HUSH_MODERN_PARSER, kirkwoord sheevaplug and phytec bk4r1 hit
their board limits, so better to stick with old hush.
