Semihosting allows a virtual machine to write to the host file system.
Such dangerous settings should not be in a defconfig.

Move it to a CI configuration override.

Firmware Handoff tests will leverage the same board type 'qemu_arm64'
with a new board ID 'fw_handoff_tfa_optee', thus select CMD_BLOBLIST
in qemu_arm64_defconfig for running the test.

If neither CONFIG_BLOBLIST_FIXED NOR CONFIG_BLOBLIST_ALLOC is set,
currently CONFIG_BLOBLIST_SIZE_RELOC defaults to 0 except if
* CONFIG_ARM=y && CONFIG_EFI_LOADER=y && GENERATE_ACPI_TABLE=y.

A size of zero never makes sense for a bloblist.

When using QFW we need more than 64 KiB to host the ACPI table.
In this case CONFIG_BLOBLIST_ALLOC is used.

Set a reasonable default.

Remove the CONFIG_BLOBLIST_SIZE_RELOC in ARM QEMU defconfigs which are
not compatible with ACPI tables passed from QEMU.

Commit 86acdce2ba88 ("common: add config for board_init() call")
introduced CONFIG_BOARD_INIT option. This option can be disabled for the
boards where board_init() function is not needed. Remove empty
board_init() calls for all boards where it's possible, and disable
CONFIG_BOARD_INIT in all related defconfigs.

This cleanup was made semi-automatically using these scripts: [1].

No functional change, but the binary size for the modified boards is
reduced a bit.

access that casues an exception to the hypervisor. Enable them by
default for QEMU.

The number of memory banks in QEMU is not bounded by 1.

In this example we have two banks:
