Enable the 'smc' command on all R-Car 64-bit systems. This command is
useful for interacting with EL3 firmware, testing interaction with the
PSCI provider or OPTEE-OS.

core: Rework REGMAP symbols implementation

As exposed by "make randconfig", we have an issue with the dependencies
for REGMAP (and xPL variants). As this is a library function, it should
always be selected and not depended on by other functionality. This is
largely done correctly today, so just correct the few outliers.

Make CONFIG_SYS_LOAD_ADDR family-specific to prepare for R-Car Gen5
support. R-Car Gen5 uses different memory map compared to the current
R-Car Gen3 and Gen4 and also different CONFIG_SYS_LOAD_ADDR. This is
a preparatory change for R-Car Gen5. No functional change.

ARM: renesas: Deduplicate common Renesas defconfig

Deduplicate common Renesas defconfig by factoring out the common
parts into generic renesas_rcar_defconfig and including those using
the #include  preprocessor macro in the current set of
board specific defconfigs. The preprocessor macro is applicable
to defconfigs as well.

This introduces no functional change, the resulting .config are
identical for all Renesas systems.
