There is no intention to use EFI on Microblaze V that's why disable it to
save some space. Also it is indication that this feature is not
tested/supported.

U-Boot SPL should be executed from LMB BRAM, where its text
and data sections are located, while the heap and stack are
allocated in DDR memory.

Because on the MB-V platform, after power-up, reset, or FPGA
load, execution begins from LMB BRAM at address 0x0. Therefore,
the SPL binary must be placed in BRAM to support this boot flow.
Without it, the system can only be booted via JTAG.

A 64KB LMB BRAM region is allocated for U-Boot SPL, starting at
address 0x0. This region contains the SPL's text, data, and device
tree blob (DTB) sections. The .bss section is placed separately at
address 0xF000.

MB-V 32 has optional single precision FPU (64bit has single and double
precision FPU) but there is no use and reason to enable FPU by default
that's why disable it.

Enable SNTP/DATE commands on all Xilinx boards.
Also enable RTC_EMULATION driver for platforms which don't have physical
RTC. Enabling DM_RTC is enabling by default also CMD_DATE.

The commit d92fdb60677b ("binman: Add option for pointing to separate
description") added support for separating binman description to own file
not the be the part of DT for OS.
The main reason is that binman is not passing dt schema validation that's
why want to keep it separated.

Commit 86acdce2ba88 ("common: add config for board_init() call")
introduced CONFIG_BOARD_INIT option. This option can be disabled for the
boards where board_init() function is not needed. Remove empty
board_init() calls for all boards where it's possible, and disable
CONFIG_BOARD_INIT in all related defconfigs.

This cleanup was made semi-automatically using these scripts: [1].

No functional change, but the binary size for the modified boards is
reduced a bit.
