It is confusing to have both "$(PHASE_)" and "$(XPL_)" be used in our
Makefiles as part of the macros to determine when to do something in our
Makefiles based on what phase of the build we are in. For consistency,
bring this down to a single macro and use "$(PHASE_)" only.

Use PHASE_ as the symbol to select a particular XPL build. This means
that SPL_TPL_ is no-longer set.

Update the comment in bootstage to refer to this symbol, instead of
SPL_

Sandbox unit tests in U-Boot proper load a test device tree to have some
devices to work with. In order to do the same in SPL, we must enable
SPL_OF_REAL. However, we already have SPL_OF_PLATDATA enabled. When
generating platdata from a devicetree, it is expected that we will not need
devicetree access functions (even though SPL_OF_CONTROL is enabled). This
expectation does not hold for sandbox, so allow user control of
SPL_OF_REAL.

There are several places in the tree where conditions involving OF_PLATDATA
or OF_REAL no longer function correctly when both of these options can be
selected at the same time. Adjust these conditions accordingly.

At present if devres is enabled in U-Boot proper it is enabled in SPL.
We don't normally want it there, so disable it.

With dm-tag feature, any U-Boot subsystem is allowed to associate
arbitrary number of data with a particular udevice. This can been
see as expanding "struct udevice" without modifying the definition.

As a first user, UEFI subsystem makes use of tags to associate
an efi_disk object with a block device.

At present this option results in a number of #ifdefs due to the presence
or absence of the global_data of_root member.

Add a few macros to global_data.h to work around this. Update the code
accordingly.

This type of bus is used in Linux to designate buses which have power
domains and/or clocks which need to be enabled before their child devices
can be used. Because power domains are automatically enabled before probing
in U-Boot, we just need to enable any clocks present.
