env: Rename getenv/_f() to env_get()

We are now using an env_ prefix for environment functions. Rename these two functions for consistency. Also add function comments in common.h. Depending on DDR configuration, gcc-6.x will show up unused-const- variable messages. Use __maybe_unused specifier for all dynamic_odt variable definitions to remove these warnings.
