Remove the driver st_smic.c used in SPEAr products and the associated
config CONFIG_ST_SMI; this driver is no more used in U-Boot after the
commit 570c3dcfc153 ("arm: Remove spear600 boards and the rest of SPEAr
support").

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from.  So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry.  Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.

In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.

This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents.  There's also a few places where I found we did not have a tag
and have introduced one.

We repeated partial moves for CONFIG_SYS_NO_FLASH, but this is
not completed. Finish this work by the tool.

During this move, let's rename it to CONFIG_MTD_NOR_FLASH.
Actually, we have more instances of "#ifndef CONFIG_SYS_NO_FLASH"
than those of "#ifdef CONFIG_SYS_NO_FLASH".  Flipping the logic will
make the code more readable.  Besides, negative meaning symbols do
not fit in obj-$(CONFIG_...) style Makefiles.

This commit was created as follows:

[1] Edit "default n" to "default y" in the config entry in
    common/Kconfig.

[2] Run "tools/moveconfig.py -y -r HEAD SYS_NO_FLASH"

[3] Rename the instances in defconfigs by the following:
  find . -path './configs/*_defconfig' | xargs sed -i \
  -e '/CONFIG_SYS_NO_FLASH=y/d' \

[5] Modify the following manually
  - Rename the rest of instances
  - Remove the description from README
  - Create the new Kconfig entry in drivers/mtd/Kconfig
  - Remove the old Kconfig entry from common/Kconfig
  - Remove the garbage comments from include/configs/*.h

There are two problems in the current timeout loop implementation:
1. In case initial test failing, there will always be a delay of 1 ms
2. The delay duration is not tunable

The new implementation addresses both these limitations.

If the flash size was smaller than 1MB then flash_print_info()
was erroneously reporting 0 MB.
