Define CONFIG_SYS_SOC in the mach-sc5xx Kconfig. Follow the standard
U-Boot include path convention by moving the SC5xx SoC headers from
arch/arm/include/asm/arch-adi/sc5xx/ to the conventional
arch/arm/include/asm/arch-sc5xx/ location. Update includes from
<asm/arch-adi/sc5xx/*.h> to <asm/arch/*.h> across mach-sc5xx and board
files.

Following header dependency cleanups, an implicit dependence on env.h
was exposed in dwc_eth_qos_adi. However because this driver is not (yet)
enabled in any defconfigs, build tests did not identify the missing
header. This adds the missing #include so that the driver builds
correctly when enabled.

The ADI SC598 includes a Designware QoS 5.20a IP block. This
commit adds support for using the existing ethernet QoS driver
with the SC598 SoC.
