Add a new PHY_COMMON_PROPS library that provides helper functions for
PHY drivers to read standardized polarity properties from the device
tree node:

  - phy_get_rx_polarity() / phy_get_tx_polarity()
  - phy_get_manual_rx_polarity() / phy_get_manual_tx_polarity()

The dt-bindings/phy/phy.h header with PHY_POL_NORMAL, PHY_POL_INVERT,
and PHY_POL_AUTO constants is provided via dts/upstream/include, which
is already in the build include path.

Ported from Merge tag 'phy-for-7.0':
  git://git.kernel.org/pub/scm/linux/kernel/git/phy/linux-phy

Add a new driver for the Mediatek XS-PHY. This is found on some newer
Mediatek SoCs.

Upstream devicetree bindings already exist. MAINTAINERS is already
covered by drivers/phy/phy-mtk-*.

This patch adds SPL Kconfig option (SPL_PHY_IMX8MQ_USB) for the i.MX8MQ,
i.MX8MP, i.MX95, and i.MX94 USB3.0 PHY driver, allowing the driver to be
compiled and probed in SPL stage.

Add DM driver for Exynos USB PHY controllers. For now it only supports
Exynos850 SoC. Only UTMI+ (USB 2.0) PHY interface is implemented, as
Exynos850 doesn't support USB 3.0. Only two clocks are used for this
controller:
  - phy: bus clock, used for PHY registers access
  - ref: PHY reference clock (OSCCLK)

It is confusing to have both "$(PHASE_)" and "$(XPL_)" be used in our
Makefiles as part of the macros to determine when to do something in our
Makefiles based on what phase of the build we are in. For consistency,
bring this down to a single macro and use "$(PHASE_)" only.

Add initial support for i.MX8M{M/P} PCIe PHY. On i.MX8M{M/P} SoCs PCIe
PHY initialization moved to this standalone PHY driver.

Inspired from counterpart Linux kernel v6.8-rc3 driver:
drivers/phy/freescale/phy-fsl-imx8m-pcie.c. Use last Linux kernel driver
reference commit 7559e7572c03 ("phy: Explicitly include correct DT
