We have a large number of places where while we historically referenced
gd in the code we no longer do, as well as cases where the code added
that line "just in case" during development and never dropped it.

phy->dev need to be set to NULL in case of generic_phy_get_by_index()
fails. Then phy->dev can be used to check if the phy is valid

The PHY framework provides a set of APIs to control a PHY. This API is
derived from the linux version of the generic PHY framework.
Currently the API supports init(), deinit(), power_on, power_off() and
reset(). The framework provides a way to get a reference to a phy from the
device-tree.
