drivers: qe: avoid double free()

Avoid calling free(addr) twice if the device for ucode is not found.
This patch repeats a similar fix but that only applied to code without
CONFIG_TFABOOT enabled. This patch applies to the code with
CONFIG_TFABOOT enabled.

This issue was found by Smatch.

net: Tighten some network driver dependencies

A large number of network drivers cannot build without access to some
platform specific header files. Express those requirements in Kconfig as
well. This covers the QUICC engine drivers as that is networking
driver infrastructure.

env: Rename SYS_MMC_ENV_DEV to ENV_MMC_DEVICE_INDEX

Rename the variable and add ENV_ prefix, so that all configuration
options which are related to environment would have an CONFIG_ENV_
prefix. No functional change.

Use ENV_MMC_DEVICE_INDEX to clarify this is the SD/MMC device
index, a number, as enumerated by U-Boot. Update the help text
accordingly.

global: Finish CONFIG -> CFG migration

At this point, the remaining places where we have a symbol that is
defined as CONFIG_... are in fairly odd locations. While as much dead
code has been removed as possible, some of these locations are simply
less obvious at first. In other cases, this code is used, but was
defined in such a way as to have been missed by earlier checks.  Perform
a rename of all such remaining symbols to be CFG_... rather than
CONFIG_...

net: fm: Support loading firmware from a filesystem

allows users to use regular files instead of hard-coded offsets for the
firmware.

The rest of the unmigrated CONFIG symbols in the CONFIG_SYS namespace do
not easily transition to Kconfig. In many cases they likely should come
from the device tree instead. Move these out of CONFIG namespace and in
to CFG namespace.
