The symbol "SM" is a library symbol and should not be prompted for. It
should be selected by the drivers that use it. In this case we need to
add a SANDBOX_SM symbol for the sandbox driver. The meson SM driver
cannot build on other platforms, so add the appropriate dependency.

When bringing in the series 'arm: dts: am62-beagleplay: Fix Beagleplay
Ethernet"' I failed to notice that b4 noticed it was based on next and
so took that as the base commit and merged that part of next to master.

This reverts commit c8ffd1356d42223cbb8c86280a083cc3c93e6426, reversing
changes made to 2ee6f3a5f7550de3599faef9704e166e5dcace35.

One well-known sm child device that provides secure power control is the
Secure Power Controller. This device utilizes SMC calls to communicate
with power domains on the secure monitor side.

At the moment, we don't have a common API for working with
SM, only the smc_call() function. This approach is not generic
and difficult to configure and maintain.

This patch adds UCLASS_SM with the generic API:

- sm_call()
- sm_call_write()
- sm_call_read()

These functions operate with struct pt_regs, which describes
Secure Monitor arguments.
