Add rk3066a/rk3188 support to rockchip_usb2_phy.c
They don't have completely identical usb phy registers,
so separate comapatible strings and data.

At this point in time, all platforms that had previously used
drivers/usb/phy/omap_usb_phy.c have been migrated to DM and related
options.  Remove this now unused code and some related unused defines.

common: Drop asm/global_data.h from common header

Move this out of the common header and include it only where needed.  In
a number of cases this requires adding "struct udevice;" to avoid adding
another large header or in other cases replacing / adding missing header
files that had been pulled in, very indirectly.   Finally, we have a few
cases where we did not need to include  at all, so
remove that include.

dm: core: Create a new header file for 'compat' features

At present dm/device.h includes the linux-compatible features. This
requires including linux/compat.h which in turn includes a lot of headers.
One of these is malloc.h which we thus end up including in every file in
U-Boot. Apart from the inefficiency of this, it is problematic for sandbox
which needs to use the system malloc() in some files.

Move the compatibility features into a separate header file.

common: Move hang() to the same header as panic()

At present panic() is in the vsprintf.h header file. That does not seem
like an obvious choice for hang(), even though it relates to panic(). So
let's put hang() in its own header.

usb: xhci: move xhci.h to include usb

The xhci.h header file is currently located under drivers/usb/xhci
Move it to the include/usb folder to make it available to drivers that
are not under drivers/usb/xhci
