The dtbs: target is almost identical in all architecture Makefiles.
All architecture Makefiles include scripts/Makefile.dts . Deduplicate
the dtbs: target into scripts/Makefile.dts . No functional change.

to permit patching in OpTee-OS /firmware node, /reserved-memory node,
possibly also additional /memory@ nodes and RPC node by TFA.

This duplicates behavior in arch/arm/dts/Makefile with OF_UPSTREAM.

Then build then along with any *-u-boot.dtsi file present in arch/$(ARCH)/dts directory. Also add a new Makefile for arm64.
