CONFIG_SPL_SYS_[DI]CACHE_OFF: add

While converting CONFIG_SYS_[DI]CACHE_OFF to Kconfig, there are instances where these configuration items are conditional on SPL. This commit adds SPL variants of these configuration items, uses CONFIG_IS_ENABLED(), and updates the configurations as required. We have the following cases: - CONFIG_NR_DRAM_BANKS was defined, migrate normally - CONFIG_NR_DRAM_BANKS_MAX was defined and then used for CONFIG_NR_DRAM_BANKS after a check, just migrate it over now. - CONFIG_NR_DRAM_BANKS was very oddly defined on p2771-0000-* (to 1024 + 2), set this to 8. SPDX: Convert all of our single license tags to Linux Kernel style

When U-Boot started using SPDX tags we were among the early adopters and there weren't a lot of other examples to borrow from. So we picked the area of the file that usually had a full license text and replaced it with an appropriate SPDX-License-Identifier: entry. Since then, the Linux Kernel has adopted SPDX tags and they place it as the very first line in a file (except where shebangs are used, then it's second line) and with slightly different comment styles than us. In part due to community overlap, in part due to better tag visibility and in part for other minor reasons, switch over to that style. This commit changes all instances where we have a single declared license in the tag as both the before and after are identical in tag contents. There's also a few places where I found we did not have a tag and have introduced one. Signed-off-by: Tom Rini

configs: Migrate CONFIG_SPL_FRAMEWORK

Migrate the option CONFIG_SPL_FRAMEWORK and make this gate most of the current set of options we have in Kconfig. We will need to have some options available for SPL and !SPL_FRAMEWORK so this is important. In a few cases we re-order existing options so that we have less escapes from the SPL_FRAMEWORK guard.
