<title>net: wget: Support non-default HTTP port</title>

Currently the wget command is hard wired to HTTP port 80. This is
inconvenient, as it is extremely easy to start trivial HTTP server
as an unprivileged user using e.g. python http module to serve the
files, but such a server has to run on one of the higher ports:
"
$ python3 -m http.server -d $(pwd) 8080
"

Make it possible to configure HTTP server port the same way it is
possible to configure TFTP server port, using environment variable
'httpdstp' (similar to 'tftpdstp'). Retain port 80 as the default
fallback port. This way, users can start their own trivial server
and conveniently download whatever files they need into U-Boot.

At this point, we don't need to have &lt;common.h&gt; be included because of
properties in the header itself, it only includes other common header
files. We've also audited the code enough at this point that we can drop
&lt;common.h&gt; from being included in headers and rely on code to have the
correct inclusions themselves, or at least &lt;common.h&gt;.

Known limitations are
1. fastboot reboot doesn't work (answering OK but not rebooting)
2. flashing isn't supported (TCP transport only limitation)

The command syntax is
fastboot tcp

Make following changes to unblock TCP fastboot support:

1. Implement being a TCP server support
2. Introduce dedicated TCP traffic handler (get rid of UDP signature)
3. Ensure seq_num and ack_num are respected in net_send_tcp_packet
function (make sure existing wget_cmd code is reflected with the fix)

In the current DSA switch driver API, only the udevice of the switch
(belonging to UCLASS_DSA) is exposed, as well as an "int port" argument.
So drivers do not have access to the udevice of individual ports
(belonging to UCLASS_ETH), one of the reasons being that not all ports
have an associated UCLASS_ETH udevice.

However, all DSA ports have an OF node, and in some cases the driver
needs a handle to it, for all ports including the CPU port. Example: the
following Linux per-port device tree property:

	managed = "in-band-status";

states whether a port should operate with clause 37 in-band autoneg
enabled or not.

This patch exposes a function which can be called by individual drivers
as needed.
