Update definition of _debug_uart_putc to static inline.
This will allow to avoid compilation warnings about unused code
after introduction of patch changing debug uart functions to
dummies if CONFIG_DEBUG_UART is not set.
This also matches the instructions in include/debug_uart.h and
provides consistency with implementations for other platforms.

The EFI_LOADER and EFI config options are randomly scattered under lib/
making it cumbersome to navigate and enable options, unless you really
know what you are doing. On top of that the existing options are in
random order instead of a logical one.

So let's move things around a bit and move them under boot/. Present a
generic UEFI entry where people can select Capsules, Protocols,
Services,  and an option to compile U-Boot as an EFI for X86

This function is defined by bootstd so using it precludes using that
feature. Use the board_early_init_r() feature instead.

Nove the affected code into a new file, so that it is clear that
this relates to board init.

After some header file cleanups to add missing include files, remove
common.h from all files in the lib directory. This primarily means just
dropping the line but in a few cases we need to add in other header
files now.

The current name is inconsistent with SPL which uses CONFIG_SPL_TEXT_BASE
and this makes it imposible to use CONFIG_VAL().

Rename it to resolve this problem.

EFI_APP || EFI_LOADER || UFS || UT_UNICODE.
These must select CONFIG_CHARSET.

If the path consists only of an end node, it does not refer to a partition.
