The EFI_HII_KEYBOARD_LAYOUT field `layout_length' is expressed in bytes,
but we add it to the `layout' pointer with (scaled) pointer arithmetic.
When adding an HII keyboard package with multiple keyboard layouts, this
results in only the first layout being added correctly; fix it.

We largely do not need &lt;common.h&gt; in these files, so drop it. The only
exception here is that efi_freestanding.c needs &lt;linux/types.h&gt; and had
been getting that via &lt;common.h&gt;.

As per the EFI specification, the HII database protocol function
set_keyboard_layout() must return EFI_INVALID_PARAMETER when it is called
with a NULL key_guid argument. Modify the function accordingly to improve
conformance.

When the HII protocol function get_package_list_handle() is called with an
invalid package list handle, it returns EFI_NOT_FOUND but this is not in
its list of possible status codes as per the EFI specification.
Return EFI_INVALID_PARAMETER instead to fix conformance.

If no matching package list is found in ListPackageLists(), return
EFI_NOT_FOUND.

If we do not support a package type, we will not find a matching package
list. Remove the unreachable EFI_PRINTF() statements.
