We should compile the LZ4_decompress_safe and
LZ4_decompress_safe_partial functions in SPL and they will be discarded
if unused.

Mark the lz4 decompression code as needed by relocation. This is used to
decompress the next-phase image.

Drop the 'safe' versions from SPL as they are not needed. Change the
static array to a local one, to avoid a crash errors when trying to
access the data from relocated code. Make this conditional to avoid a
code-size increase when SPL_RELOC is not used/

After some header file cleanups to add missing include files, remove
common.h from all files in the lib directory. This primarily means just
dropping the line but in a few cases we need to add in other header
files now.

Update the LZ4 compression module based on LZ4 v1.8.3 in order to
use the newest LZ4_decompress_safe_partial() which can now decode
exactly the nb of bytes requested.

<title>SPDX: Convert a few files that were missed before</title>

As part of the main conversion a few files were missed.  These files had
additional whitespace after the '*' and before the SPDX tag and my
previous regex was too strict.  This time I did a grep for all SPDX tags
and then filtered out anything that matched the correct styles.

This patch adds support for LZ4-compressed FIT image contents. This
algorithm has a slightly worse compression ration than LZO while being
nearly twice as fast to decompress. When loading images from a fast
storage medium this usually results in a boot time win.

Sandbox-tested only since I don't have a U-Boot development system set
up right now. The code was imported unchanged from coreboot where it's
proven to work, though. I'm mostly interested in getting this recognized
by mkImage for use in a downstream project.
