These library routines obviously do not make use of the
cyclic_register() etc. API, but do need to call schedule(). Include
the proper header.

Eventually, their ifdef logic should be updated to avoid talking about
CONFIG_WATCHDOG.

We don't need an API specially for non-watchdog since sha1_csum_wd
supports it by disabling CONFIG_HW_WATCHDOG and CONFIG_WATCHDOG.
Set 0x10000 as default chunk size for SHA1.

Cleanup the list of headers we include here. For the tools build we only
need to exclude &lt;cyclic.h&gt; as that's used by the target build for the
prototype for schedule(), and we don't need to get that via
&lt;watchdog.h&gt;. We can also make use of our &lt;string.h&gt; intentionally
existing as a redirection to &lt;linux/string.h&gt; to reduce ifdef'd lines.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from.  So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry.  Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.

In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.

This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents.  There's also a few places where I found we did not have a tag
and have introduced one.

Padding verification was done against static SHA/RSA pair arrays which
take up a lot of static memory, are mostly 0xff, and cannot be reused
for additional SHA/RSA pairings. The padding can be easily computed
according to PKCS#1v2.1 as:

  EM = 0x00 || 0x01 || PS || 0x00 || T

where PS is (emLen - tLen - 3) octets of 0xff and T is DER encoding
of the hash.
