%pM format string is used to print MAC-address and this is required while SPL
network boot.

This patch fixes the SPL boot issues like the following:

    Trying to boot from USB eth
    ## Error: flags type check failure for "ethaddr" &lt;= "40309614M" (type: m)
    ## Error inserting "ethaddr" variable, errno=1
    eth0: eth_cpsw## Error: flags type check failure for "eth1addr" &lt;=
    "81f01114M" (type: m)
    ## Error inserting "eth1addr" variable, errno=1
    , eth1: usb_ether
    eth_cpsw Waiting for PHY auto negotiation to complete......... TIMEOUT !
    Problem booting with BOOTP
    SPL: failed to boot from all boot devices
    ### ERROR ### Please RESET the board ###

Add a simple implementation of this function, to allow logging to be
enabled in the SPL or TPL for systems that rely on the tiny printf()
implementation.

To keep the code size small,

- The function is built only when logging is enabled, as it
  (currently) is not needed otherwise; and
- Like the existing implementation of snprintf(), its buffer-size
  parameter is ignored.

for ulong.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from.  So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry.  Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.

In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.

This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents.  There's also a few places where I found we did not have a tag
and have introduced one.
