Add Kconfig symbol LWIP_ICMP_SHOW_UNREACH which, when enabled, prints a message to the console upon reception of ICMP unreachable messages. It is confusing to have both "$(PHASE_)" and "$(XPL_)" be used in our Makefiles as part of the macros to determine when to do something in our Makefiles based on what phase of the build we are in. WGET_BUILTIN_CACERT_PATH to provide root certificates at build time.

Add support for the wget command with NET_LWIP. The command normally
expects a URL: wget [loadaddr] url, but it also accepts the legacy
syntax: wget [loadaddr] [server:]file.
The server IP may alternatively be supplied via ${httpserverip} which
has higher priority than ${serverip}.
