net: nfs: Only link in NFS code outside of SPL builds

net: Always build the string_to_enetaddr() helper

Part of the env cleanup moved this out of the environment code and into the net code. However, this helper is sometimes needed even when the net stack isn't included. Add support for capturing ethernet packets and storing them in memory in PCAP(2.4) format, later to be analyzed by any PCAP viewer software (IE. Rename this file and add a comment at the top to indicate its internal nature.
