Please note that this patch also changes the "ppc" target in MAKEALL to "powerpc" to match this new infrastructure. But "ppc" is kept as an alias for now, to not break compatibility with scripts using this name. Add #ifdefs where necessary to not perform relocation fixups.  This
allows boards/architectures which support relocation to trim a decent
chunk of code.

Note that this patch doesn't add #ifdefs to architecture-specific code
which does not support relocation.
