scripts/Makefile.autoconf: use abs_srctree for out-of-tree symlink

Replace usage of $(srctree) with $(abs_srctree) when creating a symlink
to include/asm/arch in out of tree builds.

When building_out_of_srctree is true, $(srctree) is just "..", so the
created symlink was broken, for example:

    build-mt8365_evk/include/asm/arch -> ../arch/arm/include/asm/arch-mediatek

Which would resolve to a non-existent path:

    build-mt8365_evk/include/asm/arch/arm/include/asm/arch-mediatek

To fix, we need to use the absolute path to the source tree since we
don't know where the build tree is located relative to the source tree.

Our last sync with the kernel was 5.1.

We are so out of sync now, that tracking the patches and backporting
them one by one makes little sense and it's going to take ages.

This is an attempt to sync up Makefiles to 6.1.
Unfortunately due to sheer amount of patches this is not easy to review,
but that's what we decided during a community call for the bump to 5.1,
so we are following the same guidelines here.

xpl: Define CONFIG_SPL_BUILD only for the SPL build

scripts: Define CONFIG_XPL_BUILD for all xPL builds

The new name 'xPL' is intended to indicate a build of any phase which is
not U-Boot proper. Define it for all such phases.

Note that we also define CONFIG_SPL_BUILD for all xPL builds. This
preserves existing behaviour, but future patches will adjust that.

When bringing in the series 'arm: dts: am62-beagleplay: Fix Beagleplay
Ethernet"' I failed to notice that b4 noticed it was based on next and
so took that as the base commit and merged that part of next to master.

This reverts commit c8ffd1356d42223cbb8c86280a083cc3c93e6426, reversing
changes made to 2ee6f3a5f7550de3599faef9704e166e5dcace35.

kbuild: Allow for CONFIG_SYS_CONFIG_NAME to be unset

It is possible to have a platform which does not require a board.h file
to build, but today we need an empty one for our generated config.h file
to be valid. Allow for omitting this file if CONFIG_SYS_CONFIG_NAME is
not set.

kbuild: Remove uncmd_spl logic

At this point in the conversion there should be no need to have logic to
disable some symbol during the SPL build as all symbols should have an
SPL counterpart.

The main real changes done here are that we now must make proper use of
CONFIG_IS_ENABLED(DM_SERIAL) rather than many of the odd tricks we
developed prior to CONFIG_IS_ENABLED() being available.
