Capsule updates tests have been skipped since
commit 659f97eb1fc3 ("scripts/Makefile.lib: EFI: Use capsule CRT instead of ESL file")

Remove that check since it's not needed anymore and re-enable the tests.

efi_capsule_data() is called in each of the EFI tests to create and
setup the files we need. However, it also recreates the spi.bin file
that holds the SPI flash contents we rely on for the test validation.

This leads to weird errors since reading from the flash returns 0,
instead of the expected value if the file has been recreated.

Always restart our sandbox instance if the files are recreated.

<title>test/py: Rework test_efi_capsule to not use virt-make-fs</title>

FIXME: Reword more

The problem with using "virt-make-fs" to make a filesystem image is that
it is extremely slow. Switch to using the fs_helper functions we have
instead from the filesystem tests as these can add files to images and
are significantly faster and still do not require root access.

The main change here is that our mount point directory has changed from
"test_efi_capsule" to "scratch" and so we need to update other functions
too. As the disk image that we get created doesn't have a GPT, invoke
sgdisk to do a conversion first.

<title>test/py: efi_capsule: rename device tree overlay source to .dtso</title>

Distinguish more clearly between source files meant for producing .dtb
from those meant for producing .dtbo.

Note that in the linux tree, all device tree overlay sources have been
renamed to .dtso, and the .dts-&gt;.dtbo rule is gone since v6.5 (commit
81d362732bac). So this is also a step towards staying closer to linux
with respect to both Kbuild and device tree sources, and eventually
eliminating all .dts -&gt; .dtbo instances.

This also matches the documentation update done in commit 4fb7e570d6b.

Currently, all the capsules for the sandbox platform are generated at
the time of running the capsule tests. To showcase generation of
capsules through binman, generate all raw(non FIT payload) capsules
needed for the sandbox platform as part of the build. This acts as an
illustrative example for generating capsules as part of a platform's
build.

Make corresponding change in the capsule test's configuration to get
these capsules from the build directory.

The public key EFI Signature List(ESL) needed for capsule
authentication is now embedded into the platform's DTB as part of the
build. Remove the superfluous logic from the test setup.
