Since the move to make NET a menuconfig and NO_NET a synonym of NET=n,
when NET is enabled, NET_LEGACY || NET_LWIP is necessarily true, so
let's simplify the various checks across the codebase.

SPL_NET_LWIP doesn't exist but SPL_NET_LEGACY is an alias for SPL_NET so
the proper symbol is still defined in SPL whenever needed.

Highlight that NET really is the legacy networking stack by renaming the
option to NET_LEGACY.

This requires us to add an SPL_NET_LEGACY alias to SPL_NET as otherwise
CONFIG_IS_ENABLED(NET_LEGACY) will not work for SPL.

The "depends on !NET_LWIP" for SPL_NET clearly highlights that it is
using the legacy networking app so this seems fine to do.

This also has the benefit of removing potential confusion on NET being a
specific networking stack instead of "any" network stack.

Add this test to the documentation. While the diff appears large at
first, the only changes within the test are to move the imports to
follow the pydoc comment and then to code-block and indent the example
configuration.

This fails on samus_tpl as there is no 'net' command.

   =&gt; net list
   Unknown command 'net' - try 'help' !

Fix it by adding a condition for the test.

Add a blank line to keep pylint happy.

This fixture name is quite long and results in lots of verbose code.
We know this is U-Boot so the 'u_boot_' part is not necessary.

But it is also a bit of a misnomer, since it provides access to all the
information available to tests. It is not just the console.

It would be too confusing to use con as it would be confused with
config and it is probably too short.

So shorten it to 'ubman'.

On tests which require "tftpboot" we need to depend not on cmd_net but
rather cmd_tftpboot. And on tests which require cmd_pxe we do not need
to also depend on cmd_net as this should be handled already via Kconfig
logic.
