Add expected_reset optional argument to ConsoleBase::ensure_spawned(),
ConsoleBase::restart_uboot() and ConsoleSandbox::restart_uboot_with_flags()
so that it can handle a reset while the 1st boot process after main
boot logo before prompt correctly.

Add wait_for_reboot optional argument to ConsoleBase::run_command()
so that it can handle an expected reset by command execution.

This is useful if a command will reset the sandbox while testing
such commands, e.g. run_command("reset", wait_for_reboot = True)

Current pytest only support upto 2 stage boot;
Some boards like TI K3 am6/J7 boards use 3 stage
boot. This patch adds u_boot_spl2 to be able to
handle the 3-stage boot case. User needs to set
"env__spl2_skipped" in u_boot_boardenv config
file to use this support. By default it is set
to TRUE.

We should use a macro rather than hard-coding the SPL prompt to 'spl'
since the code can be used by TPL too. Add a macro that works for both
and use it in various places.

This allows TPL to use the same code without printing confusing messages.

Note that the string is lower case ('spl', 'tpl') which is a change from
previously.

After a test has failed, test/py drains the U-Boot console log to ensure
that any relevant output is captured. At this point, we don't care about
detecting any additional errors, since the test is already known to have
failed, and U-Boot will be restarted. To ensure that the test cleanup code
is not interrupted, and can correctly terminate the log sections for the
failed test, ignore any exception that occurs while reading the U-Boot
console output during this limited period of time.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from.  So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry.  Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.

In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.

This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents.  There's also a few places where I found we did not have a tag
and have introduced one.

It can be useful to record how long tests take; this can help debug slow
running test systems or track changes in performance over time. Enhance
the test system to record timestamps while running test:
- Whenever a new log file section is started.
- After U-Boot is started and communication has been established.
- After each host or U-Boot command is executed.
