This is a special format which can hold firmware images. In U-Boot's case it holds u-boot-tpl.bin. Add this tool, taken from coreboot, so that we can build bootable images on apollolake SoCs. In U-Boot's case it holds u-boot-tpl.bin.

Add this tool, taken from coreboot, so that we can build bootable images
on apollolake SoCs.
